DR. AHMET YILMAZ: WE ARE MANUFACTURERS BUT NOT SUPPORTED
“INDUSTRIALISTS OF SEEDS ARE WAITING FOR SUPPORT”
Chairman of Turkey Sub-Union of Seed Industrialists and Producers (TSÜAB) Dr. Ahmet Yılmaz stated that Certified Seed Use Support, Certified Seed Production Support and R & D Supports should be continued in order to contribute to the increasing development rate of the seed sector.
We are in manufacturing business but not supported...
Dr. Ahmet Yılmaz mentioned the problem that seed business is not considered as an industrial enterprise and said:
“TSÜAB member companies are not considered as Industrial Enterprises within the scope of Law No. 6948 and Industrial Registration Certificate is not given to them if they apply. However seed production is a gradual process consisting of several consecutive activities. The main lines of this process; development of new plant varieties (breeding), cultivation of raw (unprocessed) seeds on contracted farmer fields, cleaning, dyeing, spraying and / or coating, packaging, storage and distribution and marketing of raw seeds along the seed processing line in the factory environment using industrial methods."
Yılmaz continued as follows: "Materials harvested from the field, such as seed, crop, seed, head and tuber, also called seed, product or crop in the daily language, are not yet seedling. This material is seeded in a technical, legal and commercial sense by subjecting it to sequential treatments along the processing line in a factory or operating facility established within seed companies."
"For this reason, the processes applied to the raw seed (Industrial Works) by performing certain methods and procedures should be considered as the Industrial Enterprise of the seed production enterprises which produce seed in modern sense by performing these works and operations," Yılmaz added.
"One of the most important obstacles of seed companies - especially in small-scale companies - is their inability to capitalize. When these companies are accepted as 'Industrial Enterprises', they will benefit from the supports under the 'Industry' concept and their production capacities will increase along with the supports currently being implemented. So in order to meet the need of certified seed directly or indirectly, quality production and market opportunities will benefit the country's economy," Yılmaz concluded...
